Following Royal Assent, the Government has now confirmed the timetable for implementing the Renters’ Rights Act 2025, bringing significant reforms to the Private Rented Sector (PRS). Landlords, tenants, and property managers need to prepare for these changes, which are being introduced in phases over the next decade.
Key Dates and Measures
From 27 December 2025 – Stronger Local Authority Powers
Councils will gain new powers to inspect properties, request relevant documents, and access third-party data. These measures aim to improve compliance and raise standards across the PRS.
Phase 1 – Effective 1 May 2026
The first major set of tenancy reforms will take effect in May 2026, including:

Abolition of Section 21: All repossessions must use Section 8 grounds.

Assured Periodic Tenancies: Becoming the default tenancy type across the PRS.

Stronger anti-social behaviour grounds: Ensuring landlords can address serious issues effectively.

Annual rent increase limits: Rent can only increase once a year with 2 months’ notice.

Ban on rent bidding: And restrictions on more than one month’s rent being taken in advance.

No discrimination against families or benefit recipients.

Pet requests: Landlords must respond within 28 days.
Phase 2 – Late 2026: PRS Database & New Ombudsman
By late 2026, landlord registration will become mandatory, and a PRS Ombudsman will be established by 2028. This ensures greater accountability and oversight within the sector.
Phase 3 – New Decent Homes Standard
Looking further ahead, a new Decent Homes Standard is expected in 2035 or 2037. This will coincide with proposals to achieve EPC C compliance and extend Awaab’s Law, further improving housing quality and tenant wellbeing.
